A stain near the chimney is an understandable reason to suspect flashing. It is still worth asking how that conclusion was reached. The roof-to-chimney connection, the surrounding roofing, and the chimney above the roof are separate parts of the assessment.
For a Santa Rosa homeowner, the first useful distinction is where the moisture appears. Water at the ceiling beside the chimney tells a different story from moisture inside the fireplace or on the face of the masonry. Record what you see without entering an unsafe attic or going onto the roof.
Describe the pattern, not just the location
Does the leak appear whenever it rains, only with wind, or well after the rain stops? Has it returned in the same place after an earlier patch? Do you have an invoice describing that work?
Those details help the roofer decide what to inspect. They do not establish the cause on their own. A previous repair may have addressed one part of the connection while another problem remained, or a new issue may have developed nearby.
